In 1989, as part of three major projects under the Shwedagon Pagoda development plan, the Siṅguttara Garden was established. This garden encompasses the Southern Garden, Northern Garden, Win Kabha Garden, and the Mingalar Garden by the pond. The Southern and Northern sections were designed by the Public Works Department with input from various government agencies and completed in January 1990. By 1993-94, the beauty of the Siṅguttara Garden had started to decline, leading to further landscaping and maintenance efforts in 1994.
Additionally, Win Kabha Garden was developed into its current form.In 2005, the Shwedagon Pagoda Trustees oversaw the Mangalā Garden near the Shin Upagutta Pond, collaborating with external landscaping companies. This 12.5-acre area underwent significant enhancements, including land filling, planting shade trees, ornamental plants, and grass lawns, installing colorful lighting, and fitting water pipes and fountains. These improvements were funded by public donations amounting to over 25 million kyats.
